The Preparation for Decision stage in the VA claims process involves the VA evaluating all submitted evidence to decide on your claim.
Delays during this stage can be caused by the complexity of your claim, the type of claim, or the time needed to gather and review additional evidence.
After this stage, the VA drafts a decision, prepares a notification packet, and sends you the decision letter.
The Preparation for Decision is the fifth step in the VA disability claims process, where the VA prepares to decide your claim based on all gathered evidence.
This step determines whether you will receive a VA disability rating for your condition.
A Rating Veteran Service Representative (RVSR) conducts a final review of your application, including:
Medical records
Supporting documents
Personal statements
Buddy letters
C&P exam results
The RVSR then recommends a decision and prepares documents detailing the outcome and any applicable VA benefits.
Seeing your claim in this stage is often a positive sign. However, submitting additional evidence at this point could move your claim back to the Gathering of Evidence phase.
During this stage, the VA reviews all gathered evidence and drafts a decision for your disability claim.
By this point, your claim has progressed through:
Claim Received
Under Review
Gathering of Evidence
Review of Evidence
Now in the fifth step, Preparation for Decision, the claim is close to resolution. Following this stage, it moves through:
6. Pending Decision Approval
7. Preparation for Notification
8. Final Decision Notification Sent
Typically, this stage lasts 7–14 days, but the timeline can vary depending on:
The complexity of your claim
The VA regional office’s workload
The number of claims under review
Delays can also occur if the VA requests additional medical evidence.
If your claim appears stuck, it’s not necessarily a cause for concern. Common reasons include:
The type of claim you filed
The number and complexity of injuries or disabilities claimed
Time required for the VA to gather evidence

After this stage, your claim progresses to:
Pending Decision Approval
A senior claims processor reviews the draft decision for accuracy and ensures compliance with VA regulations.
Preparation for Notification
Once approved, a notification packet is prepared. This includes the rating decision and details about disability compensation.
Decision Notification Sent
The VA mails the decision packet. This will inform you of your disability rating or whether your claim was denied.
If denied or if you believe your rating is too low, you may appeal the decision. Understanding VA rating criteria is crucial, as some conditions have a maximum allowable rating

Note: As of November 2024, the VA takes an average of 139.3 days to decide a claim.
